CHAPTER I

PRELIMINARY

1.1 Background
The development of science and technology rapidly, have been influential and has significant meaning to human life. This is seen by the various facilities offered and provided. In connection with the development and sophistication of the technology, the required human resources capable and ready to use, so that people are not left behind, or in other words be able to take advantage of existing technologies.
            One of the rapid technological developments seen in the field of computer-based technology. Increasing this computer-based technology, also affect the needs of both the individual or a scope. Now, all systems can be designed based computer. Thus, the construction can reduce the use of human labor so that more effective and faster to perform tasks intended.

Restrictions in the use of fuel oil in a manual system has been considered less effective because if there is a buildup of fuel oil purchases (buying oil stored in drums or drijen), or not tertujunya subsidized fuel to members of a particular community. Therefore, it is interesting to apply knowledge to design a system that is able to overcome these problems and also become the title of Scientific Writing, namely: "PAYMENT SYSTEM OF FUEL OIL and efficiency CARD PAYMENT IN DRIVING LICENSE BASED SENSOR RFID".

1.2 Problem Formulation
            Based on the background above the title selection, the problem can be formulated as follows
1. Input read from a combination of existing holes on the card (card) and the amount of fuel capacity purchased by the customer. 
2. Transfer of data between computers with external equipment occurs via ports PPI. As PPI Card controllers, using a control program, in this case using Borland Delphi 5.0 programming language. 
3. Performance simulated tool to open and close the fuel line to the buyer automatically.

1.3 Scope of Problem
            To focus on research that does not expand, then the research is limited, which includes: 
1. Control fully carried out by the Personal Computer and its supporting components. 
2. Interface used is Programmable Peripheral Interface (PPI) 8255 with the addressing mode mode 0. 
3. The programming language used is Borland Delphi 5.0 Programming Language

1.4 hypothesis
Based on the formulation of the above problems, it can be several hypotheses include:

1. With the computer-based security systems so people can buy fuel can be controlled, because the only person who holds the smartcard on the SIM and registered in a computer database that could buy fuel.

2. In the event of a violation, it can be seen from database users who bought at that time, making it easier to find the perpetrators as proficiency level offenders.

3. When the fuel in the channel, then the monitor will display the capacity of the fuel that can be purchased and the buyer's identity so that it will facilitate in controlling.


1.5 Research Objectives
            The objective of this thesis is: 
1. Understand instructions as well as the working principle of PPI 8255. 
2. Prove that the PC can not only be used for the processing, storage, and retrieval of data, but can also be used for other things that are special as controlling and so on. 
3. Apply knowledge that has been gained during the lecture in person, so as to better understand and develop it.

1.6 Research Methods
            In compiling this Scientific Writing using two methods of research, namely:

1. Research Library (Library Research). 

Research carried out directly on the library in order to obtain data and information that is theoretical that can assist in developing the components and their characteristics. 

2. Research Laboratory (Labority Research) 
Conducting trials - trials or experiments and testing of components required in developing the series in Gunadarma University Computer Systems Laboratory and researchers themselves at home. The specifications of the hardware and software used are:

1.7 Systematics Writing
           In the discussion of Scientific Writing is done by dividing each chapter as follows:

CHAPTER I INTRODUCTION
Chapter I is an introduction that consists of a background of the problem, formulation of the problem, the scope of the problem, hypothesis, research objectives, research methods and systematic writing.

CHAPTER II BASIS THEORY
Explaining the study of theory to realize the concept and idea of the tools created by the existing philosophy, discusses the engineering background as well as the literature of the technical components used.

CHAPTER III ANALYSIS AND RESULTS
This chapter describes the design, working principle, testing and manufacture of tools that include data flow, physical design, block diagrams and sequence analysis tools thoroughly.

CHAPTER IV CLOSING
This chapter makes a conclusion on the research and development of suggestions that can be done.
